Two weeks after the Football Review Committee's set of trial rules were road-tested in the inter-provincial series at Croke Park, the debate about their efficacy and impact rumbles on.
The pair drilled into the changes, with McHugh generally a fan of the implementations - with one exception: the tweak that discourages backpassing to goalkeepers, but encoruages them to roam upfield.
"I do like the rules," said McHugh. "I think they will improve the game and help the game. The only one thing... I do think the keeper being able to come out and create the extra man is going to make it that wee bit more possession based.
"The three up is a great rule. It stretches the game out, it encourages more kicking.
"The rest of them, I do like them. I don't think we're really going to understand how well they're going to work until we get into the league."
Morgan, who won his second All Star on Friday night, admitted he advanced high up the field during the interpros when he played for Ulster, but expects keepers to be more cautious when the stakes are higher.
"I was up front in saying that the (interpro) games were very much... they didn't have the jeopardy of a league game or a championship game," he said.
"I did try to stretch the rules, I suppose to see what it was going to be like. I can't see me covering the same amount of distance when it comes to the league and you have something really riding on it.
"I'm glad that they did take it away from being the backpass game that it was because even for me that was becoming boring. I was getting 35, 40 touches a game without actually doing much on it.
"Boys were actually passing the ball to me just for the sake of passing."
